After The Downgrade
Unprecedented and unsettling. Standard & Poor's issued a historic downgrade of U.S. debt on August 5, sensibly waiting until the market week had concluded to send a shock wave toward global investors. It reduced America's long-term debt rating - which had been AAA since 1941 - to AA+.1S&P felt Congress did too little too late. The credit rating agency had threatened to lower the boom if Congress passed any deficit reduction plan smaller than $4 trillion in scope. The Budget Control Act of 2011 "falls short of what, in our view, would be necessary to stabilize the government's medium-term debt dynamics, " an S&P statement noted. It also retained its "negative" credit outlook on the U.S.2
S&P is also skeptical that the federal government can collect more money from taxpayers. Its analysts do not think the Bush-era tax cuts will sunset at the end of 2012 "because the majority of Republicans in Congress continue to resist any measure that would raise revenues."2
On August 5, S&P sovereign ratings committee chair John Chambers told Fox News that the new AA+ rating could be cut to AA within 6-24 months if the U.S. doesn't arrange to slash $4 trillion from its deficit in the next decade. The implication: Congress better agree on more cuts by February.3
China's comments. The world's largest holder of U.S. debt issued a withering critique of Congress through Xinhua, its official news agency. The state commentary stressed that the U.S. has a "debt addiction" only curable via major cuts to defense spending and entitlement programs. It also said that the option of a "new, stable and secured global reserve currency" should be explored.4
The Treasury's claim. Friday evening, the Treasury argued that S&P's analysis contained an accounting error that unnecessarily added $2 trillion to its projection of U.S. debt. S&P admitted the error but stuck with the downgrade.1
So what happens now? The early August global response aside, analysts are divided as to what the short-term impact might be for the American economy. Could it cripple the recovery, or just prove inconvenient to it?
Demand was big for Treasury notes even before the threatened downgrade and Treasuries still symbolize comparative safety to institutional investors, so an August selloff might be short-lived. If this turns out to be the case, the effect on interest rates might be less significant than feared.
In the opinion of JPMorgan Chase analysts, Treasury yields could increase by 60-70 basis points as a result of the downgrade, translating to $100 billion in added annual borrowing costs for America. Citing Federal Reserve research, these analysts think that an increase of 50 basis points in Treasury yields (0.5%) could take a 0.4% bite out of U.S. GDP.2
Could the Fed launch QE3*? The possibility exists, particularly if foreign investors ditch dollar assets. The Fed's Open Market Committee will make an announcement on August 9, and few analysts expect another wave of bond buying - but it is an option.
When might the U.S. recapture its AAA rating? It might take years for that to happen. S&P has cited political gridlock on Capitol Hill as a major reason for the downgrade, and it doesn't see that going away in upcoming months. On top of that, the U.S. economy expanded just 1.3% in the first half of 2011 - about half the pace needed to dispel the lingering effects of recession.5
Are mortgage rates going to go north? Maybe; maybe not. Rates on conventional mortgages have a direct relationship with 10-year Treasury yields. Recently, those yields have dramatically fallen, and demand for longer-term Treasury notes has been palpable. Interest rates on auto loans might see a spike, as those rates are pegged to 2-year notes and factors like the LIBOR rate. The hardest hit might come from credit card issuers. Credit card interest rates reflect the prime rate. Credit.com credit card advisor Beverly Blair Harzog told CNNMoney that she believed credit card firms could possibly jack up rates 1-5% as a result of jitters over the downgrade.6
Wall Street might sail through this. Does that sound far-fetched? Look at some historical examples. S&P downgraded Canada's AAA credit rating in the spring of 1993, yet Canadian stocks gained 15% in 1994 and our northern neighbor had its AAA rating back by 1997. Moody's Investors Service downgraded Japan in November 1998 and its stock market advanced more than 25% in the next 12 months. Italy, Canada, Ireland, Japan, Belgium and Spain have all suffered S&P downgrades from AAA, and most of these cuts had little sustained impact on government bond yields.6, 7
What's your outlook? You might be considering some major moves in the wake of the S&P decision. Remember that impulsive decisions are often regretted down the line. Confer with the financial professional you trust to determine what you may (and may not) want to do.

| These days, almost all cameras have an Exposure Compensation control, which simply lets you make a relative exposure change. That is, you can tell the camera, "I don't care how you metered the scene; I just want you to go up from there by one stop." Try using exposure compensation now: 1. Frame a shot. 2. Press the shutter button down halfway to meter your scene (the camera will also autofocus and take a white balance reading). 3. After the camera beeps, the viewfinder and status LCD will show you the shutter speed and aperture settings that it has calculated. 4. Take the shot. 5. Now frame the same shot, and again press the shutter button halfway down to meter the scene. 6. Using your thumb, press the Exposure Compensation button on the back of the camera. Dial in a specific amount of over- or underexposure. |

| Food For Thought: What's Wrong With Over- or Underexposing? Of course, once you start tinkering with the camera's carefully concocted exposure settings, you run the risk of over- or underexposing your scene to the point where bright things blow out to complete white or where dark shadows fall to complete black. When an area in your image goes to all white or all black, it becomes an area with no detail. Detail in a photo is constructed from contrasting tones, and when part of an image is one color, it looks like a flat surface. In the case of shadows, this isn't so bad. A black shadow simply looks like an area that's too dark to see. Unless there's some detail in the shadowy area that you really want to keep visible, letting a shadow darken is not too terrible. Overexposed highlights, though, are almost always distracting. An area of complete white acts like a magnet for the viewer's eye and can sometimes upstage your subject. However, at times it's worth overexposing a highlight to get better tonality on your subject. Also, a little bit of overexposed bright spots—small bits of chrome on a car, for example—won't necessarily be noticeable. While there are no hard and fast rules about how much over- or underexposure is too much (and many times, overexposing an image can be an effective stylistic choice), it's important to understand the risk and make an intelligent decision. Now go into playback mode and look at the two images. The second one should be much brighter than the first one. This is the image that was over exposed. Note that you didn't tell the camera a specific shutter speed or aperture. Instead, you simply told it to go up one stop from whatever it thought was the correct exposure. The T1i has an exposure compensation range of -2 stops to +2 stops. By default, the control moves in 1/3-stop increments. When you use exposure compensation, you don't actually know exactly how the camera will achieve its over- or underexposure, but the camera does follow a predictable method. It will always try to achieve its change in a way that doesn't involve a shutter speed that might be too slow for handheld use. Remember, a slower shutter speed means that the shutter is open longer, which means that your images are more susceptible to the blurring and softening caused by shakiness in your hand. If you have the ISO set to Auto, the T1i will often effect the change by altering the ISO setting, but it will never do this to the point of introducing noise into your image. Because there's no visible difference between ISO 100 and 400, the T1i has two stops of ISO latitude to play with, meaning it will often keep the shutter speed and aperture the same as you change exposure compensation. |

With any high magnification binoculars, most users will experience frustrating image shake. Unless fixed to a tripod, image shake can render high magnification binoculars useless. Canon's IS technology is remarkably effective at eliminating this problem and is widely used by the television industry with Canon's professional broadcast quality video recording equipment. A special VAP (Vari-Angle Prism) corrective IS system sits between the objective lens group and the porro prism on each side of the binoculars. Within thousandths of a second of the binoculars being moved from their optical axis by vibrations, a detection system activates the IS mechanism. The VAP shape alters to refract or 'bend' the light path by precisely the right amount, thus fully compensating for the vibration. It is this essentially immediate response that effectively suppresses image shake.
Super Spectra Coating
A number of optical factors affect the brightness of an image, including the amount of incidental light that is reflected by the lens. An uncoated lens will refelect away as much as 8% of the incidentail light, significantly dimming the image. Canon's Super Spectra Coating prevents that reflection.
What do the numbers mean?
15x50? 8x25? The two numbers used to describe any pair of binoculars are their magnification — 8x, 12x, 15x and so on — and the diameter of their objective lenses — 25mm, 36mm, 50mm, and so on. The larger the first number is, the larger the object will appear to be in the objective lens. For instance, if you use a 10x lens and look at an object that is 100 yards away, it appears to be the same size as an object located just 10 yards away. The second number, the size of the objective lens, is important because the larger the objective lens, the more light it can admit for brighter, more detailed images, and the better suited they will be for lowlight situations.

The Ultima 80 is a refractor style spotting scope with an Achromatic objective lens. Excellent light transmission is assured by multi-layer anti-reflection coatings on the objective lens as well as on the zoom eyepiece and the BAK-4 prisms. The multi-coated 80mm objective lens delivers 77% brighter views than a 60mm scope, and the built in zoom lens produces sharp images from 20X all the way up to 60X magnification.
The Ultima 80 features a sleek, waterproof design and includes a padded soft case with zippers on both ends so the scope can be protected even while mounted on a tripod. Including the eyepiece the Ultima 80 measures just over 18 inches long and weighs about 3.6 pounds. The rubber eyecup can be removed to expose a standard “T-thread” for attaching a camera. I like the 45* angled eyepiece because I can use a shorter tripod to support the spotting scope while viewing or while taking pictures with a small camera attached to the eyepiece.
The focus ranges from 27 feet to the horizon with just a few turns of the focus knob. When I fold down the rubber eye cup I can keep my glasses on and see the whole 2 degree field of view at 20X magnification. With my glasses on I need very little focus adjustment while I crank the zoom eyepiece from 20X up to 60X. Sometimes though I like to take my glasses off while observing because the view seems to have just a little more contrast and sharpness. I like the fact that the Ultima 80 gives me a sharp image either way.
The drawback of the tradition crown and flint achromatic lens used in the Ultima 80 Zoom Spotting Scope is a bit of false color, also known as blue fringing or chromatic aberration. Blue fringing seems well controlled at 20X magnification, but it becomes increasingly noticeable as I zoom up to 60X. Celestron also offers the Ultima 80ED and the Regal 80 F-ED spotting scopes which use exotic ED glass lenses to virtually eliminate blue fringing and produce the sharpest possible high power views.
